1.In the introduction and first body paragraph examine the economic state of the United States in the 1920s. What major industries were in a major phase of economic “boom” during the 1920s? Was Hoover worried about the economy before he became president? What other major economic sectors were already in abject depression when he took office? (Secondary and Primary Source)
2.Looking specifically at the primary source what is Hoover’s response to the issue of public works, banking and industry? Why does the president seem so concerned with the idea of a national debt that is balanced? Why is spending so concerning to Hoover? What concrete steps is the government taking for the worker? 3.As he addresses the wider question of Public Works what were the limitations of the Reconstruction Finance Corporation? He makes a reference to “timid” capital and a railroad company, was the RFC designed to bail out the economy or spurn growth? If public works had been adopted whole throughout the United States would it have continued to “income produce”?
